Calling an Open C library function in CICS

getibmopt() C function when called in a C program in CICS is failing with an error no 167(EMVSNORTL)
"Access to the UNIX System Services version of the C RTL is denied"

Does any have experience in calling that function in CICS?

My CICS region has USSHOME setup in CICS startup JCL and the STEPLIB/DFHRPL has SCEERUN libraries

Any help on this really apprecieated
