function of name and local name in XML

Can anyone explain me what is the difference between Name and local-name function in XML with an example.I am not able to understand it clearly..

XML doesn't have any functions. So what functions are you referring to?

Hi Bill,

I am refering to the 'NAME(/*)' function which when used in an SQL fetches the root element name of the XML.
