CICS Transaction attach count of supplied transaction.

Dear friend
I was defined a web service provider in our some CICS regions. For each SOAP request send to CICS transaction a CPIH and CWXN is attached.
When we collect statistics some CICS's reports that CPIH and CWXN attached count is equal to number of times that SOAP request sent to the host, but any other shows that CPIH and CWXN attached count is zero.
Which specification or attribute may be cause to increase the attached count of CPIH and CWXN or any other transactions?

And why is this even a question? Some CICS regions are set up for web services and others obviously are not. Those not set up for web services will show zero for CPIH and CWXN. If your site uses MRO, then the terminal owning region (for just one example) will NEVER directly call web services; that would be done by a different region.
