Do you really want DOS/VSE or z/VSE? z/VSE is here: www-03.ibm.com/systems/z/os/zvse/documentation/

For actual DOS/VSE you'll have to mostly rely on the client having hardcopies, plus what may have been manually scanned and available via search-engine. I'm not exactly sure when DOS/VSE finally went out of service (no longer supported by IBM), but it was a long time ago.
