I would like to create new tableBASE libray. Could someone provide me the syntax for creating a new library

Unless Data Kinetics (the maker of tableBASE) have been bought out by IBM this is not an IBM tool.

Have you tried reading the manual? You probably need to start at the Programming Guide.
