RESP 13 and RESP 3 : webservice invoke error

Trying to invoke web service with my CICS program (webservice requester) and encounter resp=13 and resp2=3 (The OPERATION specified was not in the Web service binding file). The operation name is indicated in the WSDL and in the CICS program. Any idea what went wrong?
