Infoman database access from batch job

I'm trying to run a program which will read records from the Infoman database and generate a report of all the open tickets which need to be closed.

But upon running this program from my batch job in test is giving me the error shown below:

Code:
 +BLX19032I The Service Desk for OS/390 subsystem, BLX0, is currently  099
  not active. Service Desk for OS/390 issued ABEND U838.  Either start   
  Service Desk for OS/390 at a later time, or contact your program       
  administrator.   


I wanted to know a) how to overcome this error b) how can I start the Infoman from batch as that's what the error message seems to be indicating.

Any help in this regard is appreciable.

You need to ask YOUR site support people as they will have all of the required info to hand

Arnhem would be too far... particularly in terms of river crossings.

I think Bill is still fighting the battle of Arnhem, maybe for him it was A Bridge Too Far.

I have family living in Arnhem. I know a good Cheese shop should it be needed (I do, plus Cheese is always good for a joke).

Next time I visit, I'll let you know I'm coming. It will be unfortunate, but of course nothing prevents you being called away on business. Both of you. Suddenly.
