restarting a step which has condition parameter coded..

I have steps 1-5 in my job. For step 2, the cond=(0,LE). What will happen if I give restart=step2 in my job card?

I think step 2 will be bypassed because the condition will be always true.

What will the condition coded for STEP2 be checked against if there is no prior step.
