Does IMS always pass the IO-PCB to the application program?

I have seen some DB initialization programs are coded without IO-PCB. Under what kind of circumstances does IMS passes IO-PCB?

IMS does not pass IOPCB if it batch except COMPAT=YES in PSBGEN
