Hi,
(sorry for my english)
I'm not sure, but:
job is passed to initiator in the PROCESSING phase.
INPUT phase: places jobs JCL, SYSIN and JES control statements onto SPOOL. This phase also assigns JOBID.
Next: JCL is read from SPOOL, converted (CONVERSION phase) and then passed to PROCESSING phase.
If You omit INPUT phase: JES doesn't put SYSIN and JCL onto SPOOL, so how should it manage CONVERSION and PROCESSING phase?
What do You mean by "interactive initiator"?

whether You like it or not even a TSO session at logon time is sent to the Jes input queue
( rough approach but conceptually right ) |
