Do you mean IPCS? The thread title seems to indicate that, but you used 'IPDC' in your question...
IPCS is used to analysis and debug "system dumps"; i.e., SYSMDUMP and SVC dumps; these are dumps produced by z/OS either when requested by an authorized program (via the SDUMP) macro, or by z/OS itself when an abend occurs in z/OS. System components (like JES2) also produce dumps of this type. They are in a completely different format than SYSUDUMPs and SYSABEND dumps.
IPCS can be used in batch, but is more commonly used under ISPF. IPCS has a LOT of subcommands one can use to analyze a system dump.
