Trying to open an empty Vsam file Through JCL

Hi,
Iam trying to open an empty VSAM file through JCL.

I tried to insert empty line(spaces) into that( vasm file) & open it.

Is it a better way of Doing it or any other suggestion.? in opening an empty VSAM file through JCL.
