Need to Create Specific HLQ with ALTER access

I want to create a xxxxxx.* HLQ with giving ALTER access for Specific User ids.

whether i can create through PERMIT/NOTIFY COMMAND or is there any jcl flow

ask Your security support group,

nobody on a forum knows about Your organization standards and practices,

any solution given, even if technically correct, will have to be reviewed by Your support

faster to have them provide the proper ( from Your organization point of view ) solution

and ...
mangling with <security> without the proper approval is usually cause for lawful termination
