I needs to migrate IBM Tivoli System Automation to CA 7.Can anyone please help me ?.Is there any migration guide provided by CA.

Usually the replacing vendor will supply tools / help documents to transfer another vendor product into their own.
CA do not openly publish their documentation, so the only way that you will know is if you ask CA.
