Process might differ from shop to shop. Please read through the in-built change-man tutorials at your shop.

By definition , Participating Package is one of the component change packages of either a Complex or a Super change package. Otherwise, it is much like a Simple package.

At my shop, by changing "Package Level" you can change create a package as participating:
Code:
 ------------------------- UPDATE: CONTROL INFORMATION -------------------------
 COMMAND ===> ________________________________________________

       PACKAGE ID: XXXX018443      STATUS: DEV      INSTALL DATE: 20091219
 COMPLEX/SUPER ID: N/A             STATUS:               RELEASE:

 PACKAGE TITLE
 ===> EP- Dummy Package

 REQUESTER'S NAME          ===> ANUJ/D
 REQUESTER'S PHONE         ===> XXX-XXX-XXXX
 xxxxxxxxxxxxxxxxxxxx.     ===> 11111111
 DEPARTMENT/HLQ            ===> Anuj         (XXXX Application Code)
 PACKAGE LEVEL             ===> 4          (1-Simple, 2-Complex,
                                            3-Super,  4-Participating)
 PACKAGE TYPE              ===> PLANNED    (Planned or Unplanned)
 PACKAGE TIME SPAN         ===> PERM       (Permanent or Temporary)
 UNPLANNED REASON CODE     ===>            (* for list)
 TEMPORARY CHANGE DURATION ===>            (In days)

 Press ENTER to process; enter END command to exit.

Hi Anuj thanks for the reply..........

I found the answer yesterday myself

1. First as u mentioned, we need to make our package type as 4 ( participating package)
2. Next in the super package, we need to mention( update , then option 6) the participating package name to link it.
