From a technical point of view it is possible, and not difficult at all !!
From a security point of view You should first check with Your security group if Your organization allows such behavior ....
I really feel very uncomfortable about giving advice on commands which may result in a break of company rules and standards ...
regards

goto your RACF option from the main panel. Thru judicious use of PF1, you can find the appropriate panel to give USERIDs selected authorization to DS that you own. |

there is no TSO command to provide this function. This is a RACF function or whatever security package you are using. Either way, there is usually a USER function panel to enable authorization/deauthorization of USER owned objects.
you can use an ISPF command to change the name of your DSs to use a group HLQ to which others would have access. |
