what is the problem with this JCL?

I guess the last // statement wich is empty is the reason for the jcl error.

no longer required but if present indicates the end of a job

I'm with Robert, try adding the UNIT parameter

The UNIT parameter is a good one.

// = end of job? Never heard of that one, an empty /* is for me end of job OR end of in stream data.

After some research i have to say you are right. But i never used that kind of statement.
