Triggers are part of the DB2 database (not COBOL), and are well explained in the fine manual.
The CREATE TRIGGER statement is well documented in the SQL reference book.

By the way, there are triggers in the NATURAL language, which are pretty similar in the way they work to DB2 triggers (although DB2 triggers came long after NATURAL's).
