How to know that it is required to reorg a table space(Segmented or partitioned tablespace).Is there any process that tells that reorg is needed?

Take a look at DSNACCOX stored procedure provides recommendations.

We do reorg under so many factors...

Out of which, if the cluster ratio is low (probably below 90%) then we do reorg. This way we can easily list the tablespace.
