Is there any way to determine the users who are using PD tools (Like FA, FM etc)

ie To get the list of users using PD tools

in general NO ... but as usual it depends

probably yes if the <tools> write their of SMF records

certainly yes if the <tools> use a strict <licensing> approach

You could change the startup menu or clist to record the userid.
