Contact your site support group and work with them. They can identify if this is a system problem, or an application problem and fix the former or refer you to the correct person if the latter.

Is this "FC04" coming out of a PaySys program?

Execute the transaction using CEDF and when the file-error occurs, note the EIBFN, EIBRCODE, EIBRESP and EIBRESP2. They'll be verbiage on screen bottom describing the error.

Then, review the IBM manuals and determine the exact error and what action to take.
