I guess that manuals written by STERN & STERN would be copyrighted material
and forum rules forbid asking and providing it

Are you talking about Structured Cobol Programming by Nancy B. Stern and Robert A. Stern ... books by them, as Enrico said, are covered under copyright act.

Try your luck and have a talk with the personnel there at your local-library; in my previous shop these book were available in library. If they are not there, you should purchase those books...

If you can settle for a used book, http://www.amazon.com/ is a good place to look.
