Low values is binary zeros. High values depends on whether the machine is ASCII or EBCDIC in ASCII it is hex 7F's. In EDCDIC it is hex FF's. |

Just to add to the above post, low value means lowest possible value in collating sequence and high value is highest possible value in the collating sequence.
