Is there anyway to connect Mainframe COBOL program to SQL database.

please be a bit more specific about Your request...

SQL database is a bit generic...
as far as the the sql engine involved ( DB2, INFORMIX, ORACLE, POSTGRESQL, .... )
and the operating system ( zOS, LINUX, UNIX, AIX, WINDOZE, ... )

Yes. Depending, as enrico says, upon the specifics of which data base and which platform -- there may be a requirement to spend some thousands to hundreds of thousands of dollars for the interface between the mainframe and the SQL database but yes, it can generally be done.
