How to get MQ CPU time (SMF type116) ?

SMF type 116 is assoicated with CICS type 110, I need to get MQ CPU time which is in field MQACCPUT, QMACCPUT is "TOD" format, length is 8.
Hex "0000 0000 0021 4290", how to convert it to readable second, and what is the formula?
