TCP/IP - INITAPI call

Hi, All!
I need to create some API in PL/I, using TCP/IP.
So, the first call is CALL EZASOKET(INITAPI,...)
But I don't know who & where will use my function.
How can I check if INITAPI was already executed ?
Is it an error if there are several INITAPI calls in a program ?
Are there any docs/manuals where this topic is disussed ?

Google is your friend. Googling tcp/ip initapi found an IBM manual on the very first page of results.

The bookshelf is the Communications Server for your release of z/OS. The manual is IP CICS Sockets Guide. You should be able to answer all your questions in there.
