Since you seem to have trouble finding PF1 on your keyboard, I found it for you and voila got
Code:
 PERFORMANCE GROUP

This value will be an integer from 1 to 255.  When your userid
was defined to TSO, your installation may have authorized
performance group values for you.  If your installation did not,
entering a value will have no effect on your TSO session.

Okay. But what is the difference in my belonging to Performance Group 1 or 255?

Ask your systems programmers / capacity & performance people who actually set the attributes of the values.

performance group definitions are site specific

if You are allowed to specipfy one, somebody should have told You
what to specify and why

Note the last sentence of the help screen I posted. Almost no sites are using performance groups these days with the switch to WLM. As stated earlier by expat and enrico, if the value can be specified at your site, the precise value required is site specific and you must contact your site support group to find out what, if anything, to put in the field.
