what is the purpose of giving BYPGDG=Y while restarting through CA11? can anybody explain the concept of BYPGDG?

How about reading through the manuals...

BYPGDG indicates whether CA-11 should bypass GDG logic on a restart/rerun. Value may be NO, YES, VER, or CAT. Default: CA-11 default value Required: No usually.
