how to initialize all working storage variables which are in pgm from jcl?
is there any compiler option like that?

Yes there is one compiler option known as STORAGE.There are 3 parameters under this option.

The first parameter of this option initializes all heap allocations, including all external data records acquired by a program, to the specified value when the storage for the external data is allocated. This also includes
the WORKING-STORAGE

The second parameter of this option initializes all heap storage when it is freed.

The third parameter of this option initializes all DSA (stack) storage when it is allocated.
