For space utilization, the smallest PS file is 1 track. For one 80 byte record you waste 95% of a track. A PS file can also be on tape media.
In a PDS, members can share a track so it can be more space efficient than separate PS files. Each PDS member can be processed like an individual PS file. PDS files are DASD only. |

there is also a dataset type (only dasd) known as PDS-E. |
