Does the SORT verb in COBOL uses SYNCSORT for sorting?
Does that mean if SYNCSORT is not available we cannot use COBOL verb SORT for the purpose of sorting?
Does COBOL use soemthing similar to SYNCSORT for merging also?

Yes, the program uses the installation-installed SORT product.
