how can an empty vsam file gives a return code of 04

hii all
here is my problem

my proc contains a step where that need to process a vsam file in which the file may be empty in some cases and then i'll get a return code of 12.

now i got an idea of passing an empty record to that file when ever the file is empty and for this i need two steps where the first step should give a return code of 04 or less than 08 other than 00 when the file is empty and should give a return code of 00 and second one is to skip the first step if the file is not empty. but i was not able to get a return code of 04 using an empty vsam file and i have searched for that in this forum and got many codes and i tried that but it is not giving the RC 04. can u please look into this and give me the actual code which gives the RC 04
