| How many simultaneous users can access a medium complex CICS application through CTG? Is there any setting to restrict(or predefine) the number of users accessing a CICS application in mainframe? |

As mentioned, "medium complex" isn't part of the criteria to manage a CICS application.

If you talk with your CICS support people, they should be able to tell you what the limits are on the CICS regions on your system.
You might try this IBM site for more info on Transaction Gateway.
