You can write a COBOL program to read all segments sequentially and write it to output file.
Create another Load program which will read this input file and loads to database in sequential

If your structure is HDAM and you extract a file from it, it will not be in key sequence. If you try to do a load, you will abend. You must use a simple external sort to first sort before the load.
