what is NOTINIT status for a program

hi,
when i entered command

/dis pgm sn0200
PROGRAM TRAN TYPE
SN0200 SN020 TP NOTINIT
*07204/180346*

it showed the above result what does status NOTINIT mean. can nay one please tell me how to make it active.
