What is internal logic behind FREESPACE(0,0)

when we create KSDS.
we used to give freespace parameter, to define freespace for CI/CA.
in that when we give as FREESPACE(0,0)
that means we not giving any freespace for CI/CA
but, it creates one CA and in that one CI,
what is internal logic behing that,
