Are you copying new members to this PDS? If so, you may have the PACK option set; bottom of copy-member panel:

Options
Sequential Disposition Pack Option SCLM Setting
2 1. Mod 1 1. Default 3 1. SCLM
2. Old 2. Pack 2. Non-SCLM

I don't know of any other. I consider the lack of a more direct control a design flaw.

When you in editor, type PACK OFF; PROFILE LOCK. This will keep your profile unchanged.

But new members can still be copied into the PDS in PACKed mode, so you must ensure future copies still are not PACKed:

Code:
    E1PXP01.A.A.TEST(COBOL01) - 01.39               Columns 000
 ===>                                                  Scroll =
***************************** Top of Data *********************
....TEST (FIXED - 80)....RECOVERY OFF....NUMBER OFF............
....CAPS ON....HEX OFF....NULLS OFF....TABS OFF....SETUNDO STG.
....AUTOSAVE ON....AUTONUM OFF....AUTOLIST OFF....STATS ON.....
....PROFILE LOCK....IMACRO NONE....PACK ON....NOTE ON..........
....HILITE OFF CURSOR FIND.....................................
-CAUTION- Profile changed to PACK ON (from PACK OFF) because
          data was in packed format.
