Error code - IEC391I
This is some what related to catlg vsam buffers.
IEC391I CATALOG catname HAS BEEN AUTOTUNED TO: BUFNI: n1 BUFND: n2 STRNO: s1
Explanation: This message is informational indicating that the catalog named catname has been reopened on the current system with enhanced parameters designed to improve performance of the catalog.
System Action: The system continues processing.
Operator Response: None.
Application Programmer Response: None. This is an informational message only.
I want to remove this error
System Programmer Response: Determine whether or not these parameters should be permanently assigned to this catalog by using the IDCAMS ALTER command. Note that the parameters indicated are applicable only to the system on which the message is issued. The values stored in the catalog entry for this catalog are not changed.

SEND userid \CP VINPUT VMSG S ALL
sends a messasge from VM to MVS (S ALL).
In what condition(s) are you supposed to issue this command? Do you have an MVS guest for some special testing or is this a guest used by many? In addition to the IEC391I, what other information was presented? There should be additional output somewhere.
Actually I was told to run this command . . .
i'd suggest talking with whoever told you to run the command for details as to why/when you should issue the command. They should know what is going on and/or should go on, in your environment. Beyond saying that the command is to start a process called ALL we can't be much real help here until we get more information.
