Wat are those values indicate which are assigned for each options in the copy book?
For example.
MQPMO-SYNCPOINT PIC S9(9) BINARY VALUE 2.
MQPMO-ALTERNATE-USER-AUTHORITY PIC S9(9) BINARY VALUE 4096. MQPMO-FAIL-IF-QUIESCING PIC S9(9) BINARY VALUE 8192.

what is that 8192 for the 3rd option indicate and what it means?

8192 in a binary field results in X'2000' or a binary "10000000000000" which must be the bit position to indicate that you want to "FAIL-IF-QUIESCING". The same goes for the 4096, but that is X'1000'.
