I have a JCL containing 3 steps and each calling same proceudre say PROC1. PROC1 contains 3 steps, P1, P2,P3. If job abends in step P2 in the PROC1 called in job step2, how do we restart from the abended step.

Even thought you are executing the same proc trice, we will be having different Proc step names.
When you restart, give RESTART=procstep.step2
