What does scratch and no sratch delete and no delete mean

could any one tell me what does scratch and no sratch delete and no delete mean with eg?

SCRATCH tells you that GDG entry should be deleted physically and uncataloged; when it is removed from the index.

NOSCRATCH tells you that that GDG entry should be uncataloged, not physically deleted; when it is removed from the index.
