Can someone tell me what exactly is this reorder option? I know it is an optimization option. Can someone explain about it in Layman's terms?

From the Enterpise PL/I manual at this site (entrance in top menue): ORDER | REORDER
Affects optimization of the source code. Specifying REORDER allows further optimization of your source code, see Chapter 11, "Improving performance" in topic 3.1.
