What does 'EF' in the CAFC command REGION,EF,D,FILE-NAME mean?
What does it do with the file?

since SDS does not provide free access to their product manuals
You will have to research Yourself the CAFC syntax in the manuals Your organisation has available as an SDS customer

If the File is not Enable then Tasks will fail so it is to ensure its enabled.
