the question as posed might be clear to You,
unfortunately You were not able to convey the real requirement to us,
anyway why waste time developing a <command> when SDSF does it already for You? |

As Mr. Sorichetti says, your "requirement" is as clear as mud.- What is this SEE program? I've been using z/OS and its parents, grandparents etc. etc. for more than 40 years, and I've never heard of a program by that name.
- The context in which such a program would run is completely unclear. The thread title seems to imply it would be an added SDSF function, but the context seems to imply an SDSF like function outside of SDSF. In TSO or TSO in batch you have the OUTPUT command which may do what you want.
- Once you have clarified your requirement, I would recommend you contract with the developers of the IOF product to prepare this function if what you want is something to pull data from the JESx SPOOL. They have the experience and knowledge to develop something like this relatively quickly, though I suspect they would charge you something in the 6 or 7 digits to the left of the decimal point in US dollars to do this. Another possibility is to use the developers of CA Technologies (or whatever they call themselves this week) output management products like CA-Dispatch or CA-View for this purpose, though I would expect their price would be higher than IOF.

It looks like this 'SEE' is an edit macro used to view/edit a dataset. Assuming, it is an edit macro, it can be used only inside an editor.
I again assume that you are trying to look into the JESJCL in spool and then you want to view dataset directly from there? But you are Not able to do so because you can't 'SEE'. Is that correct?
If that is the case then just do 'SE' in front of JESJCL and then do 'SEE' as you would normally do.
I don't think you are looking to develop something beyond that.
