| Google gets some hits with the abend code and the specific reason code. However, how, or if, they apply to you, I have no idea. |

| The 338 with xxxx0001 implies the user id doesn't have the authority to use an ENQ of an authorized name. This command may require using a different user id. |

Try doing it in a batch IDCAMS step (and add another right parenthesis) to see if it has a different effect.
Check that the volser is online and available. |
