Compilation Error in PLI/DB2 program(using SCLM)

When i try to compile a PLI/DB2 program(using SCLM), i am getting an error as below:
IEL0033I S THE COMPILER LOAD FILE CANNOT BE OPENED.
Can some one help me in solving this?

very little we can do from here, not even advising on how to modify Your JCL

everithing gets triggered by the architecture definitions of SCLM an the relative language definitions

I guess that the error occurs when "BUILDING" something,

the only thing that can be done is to report the problem to the person/group responsible of the SCLM setup
and follow their advice
