As we all know that COBOL can't handle scientific application like weather forecasting. So now my query is, is there any language for weather forecasting?

I think COBOL can generate inaccurate weather forecasts as well as the next language.

Well, we don't all know that. . . While probably not the best choice, it won't provide any worse answers than anything that was poorly done in any other language (as Phil mentioned). . .

Are you interested in scientific applications overall or specifically weather forecasting? As Devzee mentioned, pl/i is often used in scientific apps.

Much of weather forecasting is done using data from "canned" models from the national weather service and applying various statistical methods to that data.
