Question about Standalone TN3270 server on z/OS 1.8

I've been trying to setup a TN3270 server on z/OS 1.8 & have run across an issue. I've searched IBMlink & I think the issue is with security, but I don't really know. When I start the TN3270 STC, I immediately get the following message:

EZZ6011I TELNET BPX1BND FAILED, RC = 0000006F RSN = 744C7246

Looking up the message tells me that the task doesn't have authority to access the port. I've followed the documentation in the redbook & am at loss as to what to do to fix the issue?? Any suggestions??

Never mind!! I spoke with a person more knowledgeable than I am about TCPIP & we had the port TN3270 needed reserved by TCPIP. Everything is working now.
