LPARs has a current capped condition on the HMC

We have notice one of our lpars has a current capped condition on the HMC Change Logical Partition Control Panel. We are attempting to determine what is causing this capped condition to occur. We do not have Initial Capping or WLM enabled for any of our lpars. The capped condition seem to appear after our operators modify the Weights on our lpars. We have Defined Capacity set to 35 for the lpar that the capped condition occurs. Does anyone have any ideas of what could be causing this capped condition to appear? We would really appreciate any suggestions or recommendations.
