When I'm making some changes to an existing panel, its giving RC=20 in the DISPLAY PANEL section. Could you please tell why?

Try to display ZERRLM & ZERRSM. It will give you the exact reason.

You could also use the ISPF panel trace facility
Code:

  "ISPEXEC ISPDPTRC PANEL(Name)"
  "ISPEXEC DISPLAY PANEL(Name)"
  "ISPEXEC ISPDPTRC VIEW"
